Binding Error?

My server is running and everything but for some reason I cant turn it off. The menu KPTSERVER isnt up. So I tried starting it again and I either get a .exe error or a Bind(sock) failed, 10048 is the error.

Can anyone tell me how to turn off my server so that I could start it back up? Thanks
