That's hard to say because Riot does DCMA. So anyone working on it needs to follow rule 4 of the 0x0A hack commandments . Of course, once it's pushed out there, they can't take it down. But this assumes whoever puts the time into it is doing it for the good of the community rather than some power trip. Either way, we will see.

True. Pretty sure Riot will get your down instantly.
I think many tried to actually revive the LoL S1 client. Imho, yes, S1,S2, there were the best clients Riot could make, and not cause of the nostalgia or something.
