How i can created a ebm file? or how i can export ebm file ?

depending on what do you mean by exporting, search on forum for ebm template for sweetscape editor, and there are also scripts for sweetscape editor, learn to use them and should be ok.
If you want to export it for blender or smth, there is an editor if remember right on development section but never finalized.

This is the best 3DS max script for importing and exporting ebm/ech files.
What exactly is your problem?
