I know you can't play Rose Online with Windows Vista, but for running a server on it, I'm not sure. I'm highly doubting it, but I can't confirm it for you.

But first try using a v138 Trose.exe

it might not be a vista problem, goto

and goto the technical support section for info regarding Rose Online and Vista.

alot of people are able to play with Vista, and some cannot.

I would do the same as Random* said, try there. I don't Vista so I can only help you so far.
