cannot login to 2nd server L2J

So, I just created a 2nd server on the same machine as login and 1st gameserver. The latter two were working just fine for a quite long time now. The 2nd one has the exact same files as the 1st (cofiguration files and hexid are obviously different). The problem is that no one from the external network can log in into the 2nd server, ping is 9999 and the traffic is light (so my friend has said). It had a different port than the 1st server and the port is forwarded. I can login just fine form the same PC that the servers are running on. I have no idea what to do, so help please. :$:

EDIT: One of my firends happens to get this "hacking tool" error and I don't really know why soif you could help me with this one too I'd appreciate that :S
