Changing an NPC's Equipment

Is it possible to change the equipment and appearance of an NPC or create a custom NPC with my choice of armor and equipment?

Ie.) You have the basic Undead Male model and he is wearing newbie leather. Well, I want him to be sporting a set of Bloodfang Armor and Thunderfury.

Already searched and found no answer, so any help would be great!
