Connection Problem!

I have the rose server on my computer, but when my brother try to connect he cant connect. Whe have a router, all works, a friend from home can connect and i can connect. But i can connect because i'm the localhost. But my little brother cant connect.

Login Server = Ok
Character Server = Error - Maintaince
World Server = Ok

I opent: 29000, 29100, 29101, 29200, 29201

what more to open for a computer on the same router?
My lanIP = 192.168.1.3
His = 192.168.1.4

So what for IP do i have to install in the files? I tryed: 192.168.1.1 but he cant still connect then.

How to fix this? Is this possible for him to play?

Can i ask you, the ports 29000, 29100, 29200, what kind of ports are they under? TCP or UDP ports?

So what ports do i need to open? I only know 29000, 29100, 29200. Is there any other ports? Also, i am connected to the internet using wireless connection.
