hey !
you can use Uengine 3.2 (i got it from a good friend(he works for EA games(he is the reenderizer)))

and all sfx ... u can use a program created for gta san andreas
 
Unreal Engine 2 costs $350,000 PER LICENSE is enough to let you know that you'll probably never find it in torrents,elinks or anywhere else lol.

If im right their is a server in rusland sharing the unreal engine and extra's like guiding movies and plug-ins. I will take a look when im home and i will let you know if the server is still up.

In the meanwhile,, can someone give me the full names of the applications needed? Because it makes no sense that you need the engine to work with the map editor...

Uh, this is stupid. No one is gonna pay 3.5k for Unreal Engine. Besides, you have NO idea if this works. No proof = you're full of shit.

Legion told me they use 3D Studio Max and an export/convert plugin for the models, and probably for the maps too. If someone could decrypt the maps and model and recreate the plugin, we'd be set. He's actually WORKED with this stuff and had a lot of experience working with the ELUs and Gunz BSPs. I trust him more than some random guy saying it's written with Unreal Engine.

In short, if you provide no proof, none of us have any reason to believe it uses Unreal Engine to begin with.
