Pretty simple, I don't think anyone's really had a problem with fishing but for testing I like to set the time it takes to be an instant catch.
------------fishing wait time-----
Open up the bdo.sqlite in your preferd program and go to the table "Fishing_Table".
From there, replace the columns "MinWaitTime", and MaxWaitTime" to what you desire. I usually set it to 0.
You can also change the drop IDs in this table as well, so if you want to fish up something stupid, or useful you can do so. Though you'd need to know their drop IDs which I haven't figured out 100% yet
