hello, (sorry for my english, i'm french)

I change my client with version Eu, and at the server to add new items (eg : bos +7, sigmetal, enter dungeon, bb war exp, gm buff ...).

You need to add the items serverside aswell. Also, you won't be able to use most of the new costumes or armour without hexxing cabalmain.exe to load extra ECH files, and you won't be able to use most avatars and the new SIGMetal Bows/Shields without loading a custom cabal.enc.

but how to do that. I'm working all alone on my server.

To do this you need some way of editing cabal.enc and we can't encode the enc files the only way is some form of dll or something to either patch cabal.enc in memory after it has been decoded, or to replace the enc files with a custom encryption. There isn't anything currently released that can do this though.
