You need to install Microsoft Visual C++ 2005 SP1 Redistributable Package (x86) to open the ELEditor

With Visual C++ redistributable package, you should be able to run the editor on Windows 7 or higher.
Sadly, there is a serial key error and I don't know how to fix it.
I will just save it here for the future archive.
