It is necessary that character level should be more than or equal to Bird level in order to equip it.
By making following changes player will be able to wear any level Shue at any level.
Open Zoneserver.exe in Hex Editor
Find this :
3B C2 76 05 E9 6E 01 00 00 8B 45 FC
Change to this :
3B C2 EB 05 E9 6E 01 00 00 8B 45 FC
