ERROR: Disconected due to high traffic. L2J

Hi, I'm wondering if anyone is having the same problem as me.

My server is running at Light Traffic with 0 ping. I have 3 computers to try connecting to server, and all returned the same result.

When a GM account login, it is successful.

But when a non-GM account login, it says: ERROR: Disconected due to high traffic.

Any idea what is causing this problem?

Make sure that your server isn't a GMONLY server...

options.properties ----> ServerGMOnly = False

This is my current setting. Any idea why it's still not letting non-GM accounts get into character selection screen?
