Error message when opening RunGate: 'Windows Socket Error' Mir2

When I load up my RunGate I get an error saying:

"Windows socket error: Only one usage of each socket address (protocol/ network address/port) is normally permitted (10048), on API 'bind'"

Would it be something else on my computer? Or what? =S

Also, would this be related to having a black screen upon starting the client?

All my IPs are the same. I'm sorta confused about the Ports...I think one or two are wrong...Can't figure this out =/ Perhaps someone could give some details on Ports?

ports are as follows
in dbserver folder dbsrc.ini should have ports saying
ServerPort=6000
GatePort=5100
IDSPort=5600
gamegate config.ini
ServerPort=5000
GatePort=7200
logingate config.ini
ServerPort=5500
GatePort=7000
loginserver logsrv.ini
DBSPort=16303

also make sure the server name is the same throughout its case sensitive i think

Sorry, I didn't see the reply you posted before my last one. I put in all the ports like that now. My M2 server comes up with PEnvir errors. When I start my login server it gives me the windows socket error. Still a black screen as well on client, but the form loads now. I have double checked the ports as well.
