[General] .Patch and .Diff files

How do I create .patch and .diff files with TortoiseSVN or NetBeans IDE? I looked at netbeans manual, but I didn't understand it :[ could anyone explain to me how to make those files?

Have you actually installed TortoiseSVN and set up a repository? I see Create a Patch... for instance.

Maybe take a look at their websites.
