- Proof of Alliance ID: 3874

Spawn those items

//summon adena - as much as you need

Then just level your clan

There is no "Proof Of Determination" item, the item you need for lv4 clan is called "Proof Of Alliance",
as Aseren said earlier......
also there is a //set_pledge_level [pledge name|new pledge level] gm command (note that it's not pledge id but pledge name)
