is it there? if so then look whats written in there and fix

GuildCreateLevel = 100 ; Level required to create a new guild
GuildCreate = 1 ; Able to create new guilds
GuildDestroy = 1 ; Able to delete existing guilds

there should be some content inside aswell

To view the content, you need to sign in or register

try this and also be sure your clientside \data\local\filter.bmd is working one(try replace from some working client)
if this wont help then you have database problem

delete all of badsyntax and now I write that name is employed but does not want to do guild
