[HELP] Accessing the game mechanics

I wanted to tinker around with the files, relating to the mobile data, weapon data and all that stuff.

But I am lost as to what I needed to get access to that information.

Can I just download the client from the website, or do I need a database file from somewhere?

I tried looking for files here but all I've found are legit server files, everything else is offline/deleted things.

Just wanted to add some things into the game for experimental purposes, as well as pure curiosity.
