@Spycky I'm trying to Install or open programs but I always get that error as seen on Screeny number 1.
My friends told me to Uninstall Windows something so I did,
So now I'm showing that I'm still having the problem as seen on Screeny 2

Looks like it is a permissions problem, may be a virus which caused it.

It seems that unless something is an .MSI, it won't accept it so that's why i'm thinking permissions. Alternatively, it may happen if you are connected to a domain which is not letting you install programs. Is it a standalone PC or is it connected to an active directory?

I had to do it the bad way.
Uninstalling my laptop...

I think you mean Reformatting your hard drive.
