how i creat new account ?

or give me one website to make it

You can manually add accounts by going into your character database (or whatever database you have that stores account info), and finding the table 'accounts.' Open that table and fill in the fields. Make sure 'flags' is set to 8 for BC. If you want a GM account, put 'az' into the 'gm' field.

You can also do this ingame with GM commands.
No idea about websites.
