help| how i can block hacks in my pserver?

ok, first sorry about my english.
i have pserver and all time hacker use admin console and buga and he crash and spam all the server with console and buga, he cant shutdown server with admin console cuze i block it but he can spam, and this do manny laggs in my pserver =\
how i can block it? please help me..i really need this help..anyone and roboguard not working to me =\

whats problem to inject? this not working.. i injent matchserver.exe and this injected, after this i join to my pserver and try buga and buga working =\

ye..pserver in israel :]
this very big pserver in israel..
and yes i try buff one from pserver and he crashed..
