well, 1st off, you install the xampp and copy your "wed" :smilie4: to the foulder htdocs. Then open xampp control panel and start the options you see there. You can see if that worked by typing 127.0.0.1 on your "wed"browser.

Eesh, its only PHP.

Its not like you're coding in some low-level language like C++...

If you're missing it, create it.. and I suppose, either reverse engineer it or cut out the use of it. *shrug*
