[Help] Lag issues

Heya,

I was wondering what the key things for a lagless server is.. I currently have a dedicated server, this is the specs for mine :Intel Core

2 Quard CPUs
Windows XP
1.25 GBs Of Ram (I have enough ram, usaully using around 700mb)
1GB Connection

but my server still seems to lag, its weird sometimes 100+ ppl are playing and theres no lag than sometimes 20 ppl play and there is..

P.S. the servers ping is 134 ms

Well, search for ways to improve windows XP, disable visual things, put win98 theme and those things. If you run a webserver at same comp it might lag aswell, disable programs that arent necessary and run on windows tray/when windows start up.
Since you dont have the source of the files, you need to improve the environment where it runs.
