The error is pretty clear, the codepage (language format of the database) isn't supported on your system. You need to install the Asian language packs using "regional and language options" in your control panel.

IN which case i'm not sure. I have very little experience with Vista, i XP i open "regional and language options" and tick the two boxes at the bottom of here...

On the advanced tab i have a load of tickboxes for codepage conversion tables which, though i had both those two settings anyway. There is another dropdown on the advanced tab which i have set to Chinese as well. It is probably completely different in Vista though and i have never even seen those panels really.
