Its failed beacuse you type wrong IP in one of the confings files. let me guess, you are using a router. if you are using a router you cannot type your external ip in the confings files, change all to your internal/lan and see you can stop WorldSvr_24_01. i'm telling you, it was happened to me too.

are you asking why it is stopped? or do you want to stop the service? or do you want to shutdown the system itself?
