help plz photoshop

when i open my photoshop the tools are there but i cant use em!!! its just a hand and i cant do nutin with it

Well ive never had that problem before :/

once in a while the tool would show up but then disappear after 3 or 4 minutes

Maybe try updating your .Net framework?
