For the announcements msg :

Login ur gm char , go to admin panel than in the button for announce management , delete the current initial announce

For the license ,

open ur option.properties file in ur gameserver/config folder and edit the line

# Show L2J License when player enter game.
ShowL2JLicense = True

to

# Show L2J License when player enter game.
ShowL2JLicense = False
