[Help] To Make My Server Public O_o

Hi..People its me again^^ hope you dont get iretated on me..^^
Ok here is my problem^^

I already could log my server..I can spawn monsters but i have some few kinks on my server ^_^
I wanna make it public so that i can be with someone at least 20 - 30 ^^

Ok here are my questions..

Questions about my Server

1 . How can you spawn a monster instantly..
( cause when i go expample at aibat spawn theres no aibats there.. )
I still should spawn it by myself..

2 . When i want somebody to join my server..
What should i give them ?? The loader and the neuz with the hamichi ip??

3 . If i close my computer..Will the server stay offline as well ??

4 . How can you change the server rates ???

5 . Example i wanna let other players become a GM what will i need to do ??

6 . How will you know the databetese of your server

7 . How will i place 1b on each char that will register..
Example i want every person to get 1B for there startng^^

8 . what website do i need to make a forum thx^^

1. get a new spawn table.
2. you should give them ur neuz.ini,loader,bat,neuz.exe and .res files. aswell u can upload whole client.
3.Yes.
4. In ur world.ini file in ur server files folder
5.go to ur navicat and go to accounts then find "Accesslvl" And change to 800.
6. Wut?
7. Go to ur navicat,character table and right click and design table then find penya and change the default value
8. you can make it at alot of sites like freeforums.org
