[Help] Userdata/Authority column

i have searched in most places to find what handels the authority column, to determine why 255 = ban, or 1 = normal user or 0 = gm. as my aim is to create a new number for player gms, if anyone knows where decides if 255 is a ban or wants to help me work it out lemme know.

Best I can see right now, is modifying the existing IDs to other IDs.

Though, what's the point?
Whether the banned Authority is 255 or 90, won't make much of a difference. ._.
