From your screenshot the Navicat is connected to the database, so that looks like it is working, which part do you need help with the registration page, the server config files, or just plain "WEB-page" page not working ?
For any web-page system to work you must allow port 80 to access your files, and you will need the web-page files in your "WWW" directory folder, every package has one, the documents from that package will tell you where to load them.

Did you bother editing the config file in the CMS????? Coz if you read the error, it clearly says you cannot connect to the database.

Yes i Did But* (that was the question at the begin)
Can you Just Edit The config File to These settings

And then upload it For me WIth ALL The web files
