How much GB is need for a basic silab server?
Is 14 GB enough?

14GB is way more than enough.
Even for a Database based server.

Unless your server becomes a phenomenon, you will never go over 100mB of HD space

You need about 50-500 mb give or take how popular and how much stuff is on your server, you have more then enough space.
