How to add new cape/robe skins?

What is the easiest way of adding cape/robe skins into the game? For example, a black cape or a blue robe.

the easiest way, is to make a 1.27 server or 1.50
than you import the .wde's, than you open the t4c editor, and in the skins, you should be able to see the new skins

There is no wde for the 1.27...
