Any description would require someone who has achieved it to write a guide for the rest of us. I know several competent developers have tried and failed to achieve this independently and failed. The only person to succeed is Sandurr.
I suspect that the largest reason is the wide range of skills required to make all the edits.

Okay, it's can be too hard because how you can see, just only one get this , someone think that it can be hard and stopped before to try , but I never see development involving it.
What I realize on game.exe realmpt is that (obviously) Sandurr did a copy from existent skills and just redirect , I think that the just real problem are , redirect and enable "Tier5 Slot" , that there is new skills with new informations..

I really dont know how to do it , when Sandurr announced about tier5, analysing realmpt game I've managed to add new effect in inactive skills like, Poison , Abs , Def etc...
(nothing involving movement because I never try to change it)

Thumbs up if you are going to do it in asm.
Stuff weren't copied, it were mostly made from scratch.
As bobsobol mentioned, it is not an easy project. I would advice you to work on something else...

IDK that I would advise anyone away from doing anything if they are passionate about it.
If it's for love and fun, I would recommend beginning somewhere smaller, just poking about in a client and server and getting to know them. Find something interesting in the code and see what you can do with it rather than starting out with a desire and no idea how to implement it.
Probably more rewarding.
I've seen some people showing screenies and vids of developments which get Tier 5 on one class only, and a skill which isn't very interesting (doesn't matter, it just proves a point) but seems to bug a lot too. (which does matter)
It's having the perseverance to iron all the kinks out.
I think it's similar level to Vormavs' Customize Look modification. In terms of complexity.
If you read through the posts, he got a basic working quite quickly, but it took him a long time to get everything working, and all the bugs ironed out. It also left him utterly mentally pooped. (exhausted)

I think you should have understood what I said about copy, is not like "CTRL + C and CTRL + V"
I said like a copy, because he dont needed create , already have an structure to analyse..
BTW i'm not expert on ASM but just got a slight notion to see that -_-.

Since you know of programming , first of all i would recommend that you improve your skills. I do not know of programming, so in this specific part i will not be able to help you directly. Me and other people can make the new skills animations though.
You will have awaken and stir the volition of those who tried this before you, and try to combine their will with yours in this direction, in a cooperative and communicative way. You will have to convince those who tried before that this is not an impossible thing, and that it would be relevant. It would even make the 'magic' of the game to last longer.
A long time ago, i rode the skateboard, and there is a trick called "impossible", and that was my "dream trick", i thought "oh how could i actually do something that happen to be called Impossible?", a lot of times the thought that i could not do the trick came to my mind, and the hardships have tempted my will to waver, but after intense struggle i learned to do the 'Impossible', and after i learned, it became quite an easy trick, to the point i can make one skilled skateboarder to learn it in less than one day... But then, if i did not teach people what i learned, maybe a lot of them would have a harsh time and suffer, some would even give up on it. If i were the only one ever to learn the 'impossible' and chose not to teach anyone, maybe nobody would do the 'impossible' ever again, and the trick would cease to exist. (can be seen as an analogy)
You will have to unite the people that want to do it and combine your know edge with them. I know that there is a lot of people that can help you with that.

Port Out, Starboard Home. The comfortable way to cross the channel by sea Dover to Calais. Therefore, the more pricey births, wealthy passengers luggage was tagged "POSH" so the baggage handlers knew to give them priority.
A much older example is from the other side of the channel (from me) RSVP, Répondez s'il vous plaît. (pre-French spelling reform OMG, they're dropping accents )

Anyone have YT videos of rPT T5 skills? I wonder if he added new animations or just recycled existing? I think he added few animations. It would be interesting to see all T5 skills in action. I found only some mage skills.
Skills are a lot of mess, I tried and failed XD Well I was trying something bit different than rPT. I tried to trigger animation on another PC. It worked like that (ugly asm + memo hacks) : PC 1 using skill, but instead of skill packet is send to server server check if both players are in range (also if facing right angle) and sending back packet to both players to trigger animation.
Animation don't look too good 'cuz I used kinect to record it (it was just a test).
Skill idea is "borrowed" from awesome game "Chrono Cross" spiritual successor of "Chrono Trigger". I thought T5 should be "double tech" skills to force players play and hunt in parties. MMO is not a SOLO game! XD
Hardest part imho is adding new buttons, creating T5 quests, adding dmg... and so on. But definitely possible. It just a lot of work. When I was creating CL MOD I released it with all char.

So T5 skills, if anyone decide to do it than its a lot of work but also a lot of fun, never forget that
