How to make public commands

I see servers where they have public commands, like /class raider isn't only for GMs.
I'd like to make the /go command and the /class command a public command.
Can someone tell me how to do, or perhaps give me a guide for maybe even more public commands?

But why you want to know if my zulie drop is working?
I am not sure, I don't really test that...

in mine there is, I remember it, he first had from his starting 10.000 only like 3700 left, and he looked in Zant for zulie, and he found, so there is zulie drop in my server
