How to properly server maintaince??

I close my server in this following order login server, game server , db server
but the changes player do on game atleast 15seconds are not saved on database also there location are incorrect they get pulled back when travelling and maintaince occur ?? how to properly close server ?? how to kick all player before server maintaince??

to shut down properly, use the command

-shutdown

wait server close
