Over 1.3mb/s total, i achieved over 2.1mb/s about 3 mins after that SS was taken, and my line speed is 17mb so my theoretical maximum is 1.7mb/s.

I dl'd a 700mb movie in 10 mins :O
 
Someone i know in india gets 70MB/second.. seriously. The guy spend ALOT of money on his connection tho.

The fastest connection possible (although not available as far as i know) at the moment is a 100mb line which is, as you know, the speed of your average LAN connection. The transfer rate of that is 10mb/s. Are you suggesting this friend of yours has a GIGABYTE (which would have a maximum download speed of 100mb/s) internet connection? That means their phone line bandwidth is 1 GIGABYTE which is not possible since more than 75% of PC's do not even have that much bandwidth on their NIC's. I think somebody is lying to you :)

Let me also point out that the ONLY way he COULD download at 70MB/s would be IF he was downloading from the ISP server DIRECTLY, ie. he has to be in the building itself and plugged straight into their servers, and then he would only be able to download files that are hosted there at that speed ; anythign else will go at regular speed like everyone else.

That would make my transfer rate 12.5% of my connection which would be too high, it should only be 10% (hence the 1.7mb maximum). Even if it was a little higher than that, noise and loss of data between myself and the exchange would slow it down back to 10%. And no i do not live right next to the exchange, it's a 5 minute drive away (25 minute walk).

and theoretically i shouldn't be able to go over my max speed ;)

I think it may be because i use CABLE net and i share that same cable with a major high school. Perhaps the high school has arranged for a higher bandwidth limit to be set cos they have so many people using it during the week... i am on 17mb because it is the highest in this area but i think due to the school we are being provided with 24mb. Also note that besides the school, i am 1 of only 5 other houses who uses the cable in this area so we get awesome speeds.
