Where can I change the maximum level of a character/profile?
My characters all cannot go past level 65. I did all the quests people mentioned I do, including the apex quest as far as it goes. I cannot go beyond level 65 with commands, however, after logging into the test 'shadow' account and giving it GM, I can reach level's 65-70 with commands. My level 20 characters also cannot go beyond level 65 with commands, is there a early quest that limits the level or something? is there a profile maximum, thanks to which only my account cant go beyond 65?
