Is there at ALL a working server pack anywhere??

I have been browsing this forum for hours and looking at downloadable pack releases... Yet every one i've seen people have complained about none of the npcs showing up, all the quests are bugged or not even there, items not existing, glitches with the textures and connectivity problems. Sure this surely is some what user error, but so far, i have not seen any proof that there is a COMPLETE working server.

Right now I play wowscape, but they have come under attack. The website has been down for days, the server is d/c every 5 minutes and i know they can hold 1k players easily without lag, but now its becoming stupid.

So I wanted to start my own server, but I simply want to download a working one. IF i'm missing something, please tell me, or point me in the right direction. I started Mangos 2.0.8 complete pack, but the tutorial for it is telling me there are existing files which should be with it, however.... dun dun duuun they dont exist. So i look for newer versions, same if not more bugs...

Am I missing something?
