Login server & agent server problem.

when i run my server then after few second "agent and login server will automatically close" then i gather some ip's who are being detected as hacker..

IP DETECTED FROM SINGAPORE AND ITALY WHO ARE HACKING MY SERVER.
THEY ARE USING DYNAMIC IP ADDRESS THATS WHY IP BAN IS USELESS FOR THOSE HACKER.

they can enter to agent server without connecting to log in server..

how can they connect to my agent server without an account?

do anyone may help me to fix that problem?

please give some tip or suggestion ::

why they are still doing that even my server is not joining for any competition or anything?
