Looking for NPC-Creation tool? (no vendor)

I'm looking for a way to create a vendor that can do this:

- [Button] Raise skills too 350. (.advanceallskills 350 command)

Anyone know how to do that? (Ascent server)

In a npc? Well.. How can i make such a button for a NPC? And go to all players and manually raise em is no option, 100's of ppl want it :s
