Yes, everywhere you have 2 possible steps to play:
1.Farm/play all day long and have all items in maybe 2-3-4-5 weeks, depend on how much you play
2.You don't have time to play/you don't like to play much to farm, but you like PvP or Guild vs Guild, then you can buy your Equipments .

Much people don't have much time to play, so they have option to pay for equitments.

All players its equality. if you want to Pay for something you can do it, but a player who farm for it will have same equipment, that is why i write " FARM AND PAY2WIN " because both can be done.
