How do you add a new table in a MySQL Database?

My site currently says...

Table 'spinny_game.users' doesn't exist

Where do you add that?

Can't you just do something via cpanel?

just right click, new script

execute that script

Log in
Select the database
Import the TXT file that's in the RAR
