just use noip instaid of your wan ip at cabal_config.

You might find it doesn't work as it didn't when i tried it. I wrote the cabal_dynic script command to do the same job better. If you IP address changes whilst the server is running you would need to manually restart the server but cabal_dynip will do it for you.
