You'll need to obtain:

Server Files
MSSQL or SQL EVAL
3.8 Redmoon Client
3.8 to 3.9 Client/Server Updates (for 700 skills)
You'll need integrate the 3.9 updates to the appropriate folders.
your pc needs to have ample memory to run itself and sql .. and calculate approx
2-5mb per map to load the maps you want to play on ...
If you choosed to run all maps ... 756mb of RAM is good rule of thumb ..
