It means that everyone has the same problem. There isn't anything you can do unless you have some insight into the cause of the problem that has eluded everybody else.

Please try searching in future as this one has been asked many times already.

In case you don't know the server code we have has not been written by the public, it was stolen from one of the official Cabal servers. We don't have the sourcecode for any of it so we cannot put fixes in it and we cannot study the sources to help figure out what is wrong. All we can do is experiment until one of us figures out what the problem is and when that happens it will be posted here and end up on the stickies.

Until then we just have to live with it. Everybody here has exactly the same problem it's not just you.
