Only can have 1 buff?? / bug in quest "rescue the survivors!" [Antrix]

Hi, i have a server with 2.1.1 version and only can have 1 buff it's normal?

and other bug...the quest "rescue the survivors!" don't work. (and more much's quests don't work)

any fix?
