You need to run ChannelChattingServer and change <option name='chatting-server-enable' value='no'/> to yes on\GameDaemon01\bin\gamed.config.xml.

For me it didnt work, I went into "server\gamedaemon\bin\gamed.config.xml but that option you said was already on "yes" . I also checked that on arena01 and on arena02 and they are with the "yes" option as well

Nevermind I already fixed. If some one is having the same problem that I did change the bin64 client folder and then it start working the chat.
First decompress the bin64, then copy to your client folder.If the map changed the language to Thainese just copy to contents folder again to your client.
