Hello there,
In Indonesia where I can play FFXIOnline, I must pay with credit cart or else can I ?

Why can Indonesia open the official server FFXIOnline like Ragnarok, Seal ?

Pretty sure FFXI has no type of region lock or IP blocking, so you should be able to play fine.

Yea games like FFXI can usually be palyed anywhere. jsut buy it and pay the motnhly fee and you should be fine playing it.

FFXI is not region locked based on your location (for playing), it does however have region locking for upgrades based on your account.
If you have an american account, all the expansions you buy will have to come from the US.
