HOW do i make that others cancnnect to my server?

1st they install old kalonline (no patching)
then they put config.pk with my ip into data/config
then ?????
what i have to do with config pk encrypt decrypt?????:scratch::scratch::scratch::scratch::scratch::scratch::scratch::scratch::scratch:

ok look download the no-ip duc
afther u do it go to ur internet local page. like 172.19.1.1 for example. go to fire wall settings . and then open ur ports on tcp and udp to 30001 and for xampp 80. if u use xampp.
now ur ip is open for this port and ppl can log on ur pc.
doesnt work.
