problems over here!

hello, my website doesnt work... i have port forwarded all ports: 29000, 29100, 29200, 3306 and 80

these ports are all set open!
and still it doesnt work...my ip's are set correctly!
i use the newest files! and xamp lite
apache2 and mySQL are running! still nothing

and i can't connect to the server...my ips are good with the login server, char server and
world server!

and i want to know if no-ip.org is free?? or does it cost money?

please help me with these problemzZ...
